Abstract
A periodic layer of resonant scatterers was considered in the dipolar approximation. The field diffracted by the layer has an asymptotic expression in terms of an impedance operator, which leads to a description of the layer by means of effective properties. Surface Bloch modes appear as a collective effect due to the resonances of the scatterers.
