Abstract
A Naval career, especially one that includes a Washington tour, conditions one to "shift gears" on a moment's notice. With experience, you become increasingly confident that you will rarely be caught off guard. Yetâ€"although I have been aware of this engagement for some time-I must admit to a certain degree of amazement at being here, addressing so large a group, brought together by a mutual interest in aerial reconnaissance. Perhaps, the vacuity which has beset this important field is coming to an end.
