Abstract
Land and island transportation is closely related to residents' life and economic development, so it is very important to ensure its safety. Once a safety accident occurs, it may cause a large number of personnel and property losses. Moreover, due to the limitations of the existing ships, ports, manpower resources and backward management, the transportation between land and island is obviously affected by the weather, which hinders its development. How to better supervise and manage land and island transportation safety, and to maintain the stability of the security situation has become a top priority. In this work, the status quo and relevant risk factors of land and island transportation in China are sorted and integrated on the basis of drawing lessons from some domestic and foreign legislation and experience. In reference to the land and island transport related laws and regulations, based on our mode and the current management situation, we clarify the main security risk categories, and make island transportation security risk prevention and control technology research, to find out the control measures and technology application for main risk prevention and improve safety management level. It is recommended to use mathematical modeling methods to quantitatively characterize the safety risks of land-island transportation. Then, on the basis of quantitative characterization, measures can be taken to improve the weak links to improve overall safety.
