Abstract
China now is actively promoting the construction of national water network and smart water conservancy projects. Top priority will be given to the smart construction of water network that meets these two requirements in the future national water governance. Starting from the fundamental theory, this paper explores the basic concepts of smart water networks, discusses the overall goals of smart water network development and their implementation in place, and designs and proposes the overall architecture and main contents of smart water network construction. The research is expected to provide a basis for smart construction of national, provincial, and municipal water networks as well as water networks in river basins.
