Abstract
To reduce the operational risk of aids to navigation, we firstly analyze the four aspects of the management of aids to navigation equipment, operating personnel, operating equipment and operating environment, and construct a safety evaluation system for the risk of aids to navigation operation. Then we utilize the ANP network analysis method to evaluate the risk of aids to navigation operations. Based on the evaluation results, countermeasures to improve the safety of aids to navigation operations are proposed to provide reference for realizing safe aids to navigation operations.
