Abstract
In order to solve how to scientifically decompose the province's wind power and photovoltaic power consumption capacity to lower-level administrative regions, combined with the practical planning and application, this paper proposes two new energy consumption and decomposition strategies at the city and county levels. One is the calculation strategy based on regional power balance calculation, and the other is the development scale allocation strategy based on provincial wind power and photovoltaic power development goals. The results of these two strategies are different, so in practical planning and application, factors such as power system itself and external policies should be taken into overall consideration.
