Abstract
This paper assesses and analyzes the navigational safety of coast guard vessels and constructs a risk assessment system for navigational safety. To tackle with randomness and ambiguity of evaluation criteria, a risk assessment model is established for navigational safety, which is based on an analytic hierarchy cloud model. Calculate weights of each evaluate criterion by hierarchical assessment, integrate the result in combination with these criteria of the cloud model, then compare it with the standard evaluation cloud model, and finally obtain the overall object, i.e. the consequence of the risk assessment of navigational safety. Finally, evaluate the accuracy of the cloud model by a case, providing coast guard vessels with basis for decision-making on navigational safety.
