Abstract
In order to effectively identify the risk coupling relationship in project QHSE management, clarify the key management objects and provide targeted management measures, this paper proposes a project QHSE multi-layer risk network mapping and management method. Through the measurement and processing of relevant national standards, industry guidelines and other documents of QHSE, the risk at four levels of quality, health, safety and environment are identified. Based on this, a QHSE multi-layer risk network is constructed, the mapping behavior of topological indicators and management measures in the network is supplemented, simulation analysis is carried out and management suggestions are put forward. The results show that the QHSE multi-layer risk network has high internal tightness, and the overall health risk has a great influence among the four risk levels. The fire and explosion risk with a degree of centrality of 35 has a strong local influence, and the operation risk of the quality management system with a median centrality of 7.577 has a strong global influence. Through continuous deletion, it is found that the risk of inadequate preparation of safety disposal measures has a higher impact on the network efficiency, with a decrease of 1.4%. In the process of project QHSE management, risk management with typical characteristics should be strengthened, and the proposed methods can provide reference for project risk management in many fields.
